the tax penalty raises each year. the goal of the legislature is to "ease" into having the penalty cost more than a basic insurance plan.

As you can see from the chart, individuals could wind up paying over $1200/year for not having insurance, so it's nearly at the breaking point where it's cheaper to have insurance than to not have it.
