The two were in jail in lieu of $25,000 bail. A court hearing was scheduled for Tuesday. The victim whose name also was withheld by police walked into the police station Friday to file a complaint against his attackers. The victim told officers he had been held down by a man and another teen at a Norwich residence while they forcibly tattooed the vulgarity. Police have not established a motive for the attack, Berry said. Berry said the attackers used a homemade tattooing instrument.
