The government doesn't make any healthcare decisions. It just prevents healthcare/insurance corporations from denying coverage. (See Medicare - the only reason it was passed was so that insurance companies would not have to provide coverage to the elderly, their biggest customers) I won't go into a huge rant about how much of a victory this is.
