Directing the killing of a countries' own people for political or monetary gain is something terrorists, and communist dictators do. And I dont think american businesses could have done much to make the climate less prone to attacks. Maybe a few could've paid more attention to whose hands their foreign investments were landing in. But yes the government could've done more. The US government seemingly had not been taking terrorist threats seriously for years prior to 911. [/QUOTE]
